You announce in the United States the police will now come in and shoot when there is a smash and grab... after a couple dozen or so are killed at 10 or so smash and grabs... it will stop.
We have feral people that will only stop once their lawlessness it brought to an abrupt halt with opposition force.
We let this rioting, looting, smash and grab, in the name of social justice go on, and on, and on, and on. Now it is going to take a show of force to stop this and regain societal rules that keep citizens and suppliers of those things that make a society great, safe.
Remember the whole thing... the George Floyd fiasco... started over him passing counterfeit $20 bills. Our society no longer enforces it's laws. It is in my face every day as the homeless wander around looking for the next thing they will damage or steal. The police do nothing. They can't even arrest them anymore once they steal things, or smash car windows to look at what is in the cars to steal. It is crazy.
At this point, we also need to have guns at our borders... you only need to shoot a few. Word will be all over the world that if you breach the USA border, you get shot. Simple fix... but the schools have taught the last 40 years of kids, that is not compassionate, that we should just co-exists. Well, the conservatives have played the game badly and lost. Time to get tough, play just as corrupt as the other side to protect civility.
The only way is for people to know there will be a consequence to their bad action. If death is one of the consequences, it changes the game.
I hate to say it, but we have entered a point of lawlessness just as the progressive/Marxists want. Their goal is for us to be willing to give up our freedom for safety. Instead, we should meet their lawlessness with decisive force meant to stop it immediately. This has gone on too long.
