To clear the senate, yes. But before it reaches the floor, I believe they are actually approved by certain committees, which may or may not be controlled by the GOP.

This is where you will find how important a complete majority is. All Republicans do is wring hands and gnash teeth. The saying that the best thing about the Senate is that it isn't the House is no longer true. It is no longer the more deliberative body and that is thanks to the Senate "leadership" over the last two decades. Rules changes have consequences for both parties.
