I'm not sure a pandemic could have been prevented completely, as the virus was indeed there and escaped via air travel around the world pretty quickly. Once out, controlling the spread would be nearly impossible without cooperation of the people.
No matter who said the virus was a danger, people in the free world were not going to accept lockdowns and other drastic measures to slow the spread until it was proven a deadly menace. i.e., look at the complaints from the left on Trump closing down air traffic to China to try to prevent the spread.
So it was going to go around the world no matter what.
Now the economic impact of it, that's another matter. With better information, the measures taken to control it could have been much better selected.
