The missiles were trying to kill US personnel

Or were they?

I've heard some say that to save face for those demanding retribution, Iran sent the missiles... but they did not send them where there would be people killed because they did not want to have to fight against the power the USA could bring against them.

I have not had a chance to read many articles yet... only listened to talking heads on the radio.

I think they intentionally missed targets that would have caused casualties in an effort to save face. Iran knows that if they had launched efforts to hit targets resulting in casualties, they would have suffered even greater casualties. They know they can't defend themselves from a US military onslaught. The Russians are pissed at them because of Syria, therefore won't defend Iran. I doubt China would help them because of economic reasons. Iran would be on their own in a war with the US.

I've also heard that the US Bases were tipped-off and knew when the attacks would occur.

Can't you see Trump getting word to the Iranian leadership that they, themselves, would get smoked if any Americans were injured.
In turn, the Iranians need to save face and telegraph where the attacks are going to occur without suffering the consequences.

There are other defense systems in addition to the Patriot system, which has been around since at least the 80's when I was stationed at Redstone Arsenal in Huntsville AL. They are still being used but there are other more modern systems active as well. I have a good source who claims "bombings" are almost a nightly occurrence near some of our facilities in Iraq and used as a sort of "good night" gesture. While I'll never downplay the danger or risk to our military personnel and allies, it's good to know that so far they're being used as more of a psychological and morale weapon.
