Minor Sanitary sewer overflow into Picketts Mill Creek

First, I'd like to know how they know it was exactly 1672 gallons that over flowed the first time and 3960 the second time. Is there a meter on overflow pipe? How exactly does that meter work with... uh ... "solids" in the flow without clogging?

Second, 5600+ gallons doesn't seem like a "minor" overflow to me, nor anyone downstream I'd bet. That would fill a 24' round pool about 1 1/2 feet deep.

Yuck.

Third, the pump was repaired in 38 minutes? Is that 38 minutes from the time the overflow warning went out to the county or the time the repair guy got there? I find it hard to believe that someone from a government body reacted that fast and happened to have the failed component on his truck.
