If you want to get technical, Iran declared war on the US by utilizing the now deceased general to organize terrorist attacks against US military personnel in Syria and Iraq. Trump authorized the air strike in retaliation to a recent attack on a military base that resulted in one American dead and several others wounded. The president was acting under authorization granted by Congress in 2002; H.J.Res.114 - Authorization for Use of Military Force Against Iraq Resolution of 2002. This law has not been rescinded by Congress.

Obama embraced the US drone program, overseeing more strikes in his first year than Bush carried out during his entire presidency. A total of 563 strikes, largely by drones, targeted Pakistan, Somalia and Yemen during Obama’s two terms, compared to 57 strikes under Bush. President Trump did away with the PPG and replaced it with his Principles, Standards, and Procedures document. The PSP establishes a requirement that strikes will not take place if there is a likelihood of civilian casualties. Obama's PPG didn't really care if a strike would result in civilian casualties. Essentially Trump is conducting strikes against high value targets utilizing the same methods as Obama, but with greater care to eliminate civilian casualties. So why are Democratic Party members of Congress so upset with a strike in Iraq that killed an Iranian general who was known to be organizing terrorists attacks against American citizens in Iraq and Syria? The answer is simply they hate Trump that much.
