I'll believe this claim when I see proof. I don't know what they mean by "in a row". Salt bridges bind amino acids and this doesn't necessarily have any thing to do with the four charged acids. Certainly both Lys and Arg can exist together.
My guess is that the pre pub Daily Mail stuff is a wild exaggeration of what the actual study will say.
Given that, it has always been possible that this could have been lab created, but since the virus dna was mapped, scientists have known where the change took place, and so far most still say that lab creation is unlikely. But it absolutely could have been, remembering that could have been does not mean was.
Now the second question, was it a natural mutation accidently released from the Wuhan Lab? That's a question for the CIA and other investigators to answer, not scientists. There is supposedly evidence of an earlier outbreak than the one first reported, and it may have been related to workers at the lab.
