Why are taxpayers paying for this???

The buffer probably has more to do with safety of passing vehicles when cutting the trees. Trees don't always fall as planned, even with the large cutting equipment. Sometimes the tree is dead and breaks in the middle. Since they cannot stop traffic, it would be easier and safer to leave the buffer.

As far as I know, there are no County rules about the buffer, except near streams or waterways.
